Info option when Creating Validation Rule for Core HR Pages

There is currently not an option to add "Info" or help text on fields in Core HR VBS.

This functionality exists in other areas like Benefits as seen in comments on this CCC article (https://community.oracle.com/customerconnect/discussion/879833/how-to-add-tool-tip-or-help-text-to-the-specific-fields-in-benefits-self-service-redwood-page)

This is standard functionality and should be applied consistently across all modules for use.
