Manage Worker Time Entry & Time/processing profile ( no create/option/edit, troubleshoot button)

We've suddenly lost the ability to work with time profiles. On both the Manage Worker Time Entry Profiles and Manage Worker Time Processing Profiles setup pages, when I click the Actions dropdown it is completely empty — no Edit, no Create, and no Troubleshoot option. The search results list displays fine (I can see all profiles, including our custom profiles and the delivered ones), (previously there was troubleshoot button and ability to open/create/edit the profile ) but I cannot open, edit, create, or troubleshoot any of them now.

The Troubleshoot option in particular was available before and has now disappeared, along with Edit and Create. All three vanished at the same time.
