Chaging Maximum Number of items displayed in list to 30000 in Governors does not impact

We have a requirement to extract audit from ARCS into excel which has more than 10000 lines for a given period.
Approximately 15000 lines.
For this we have changed the "Maximum Number of items displayed in a list" from 10000 to 30000 yesterday and waited for the Daily Maintenance to impact the changes.
But even after Daily Maintenance, we are able to only export 10000 rows to the excel.

Please suggest the next step so that ARCS will allow us to export all the Audit record into Excel for a given period.
