External Data collection for OPS Source System

In the Manage Planning Source Systems setup, for the OPS source system, when we enable External Data Collection and select the option "Enable external data for selected organizations," I would expect data for those selected organizations to be excluded from the standard OPS seeded collection. However, even after selecting a specific organization and running the OPS seeded collection, data for that organization is still being collected from the OPS system.

This behavior appears to be inconsistent with the Oracle user guide, which states: "The entities associated with the functional area are no longer available for Oracle Fusion source collection. For example, if you enable Order Management, the Sales Orders entity won't be available on the Collect Planning Data page for you to select for Oracle Fusion source collection."
