PS not honoring Scheduling bucket days during sequencing Flow schedules

Summary:

With Scheduling bucket set to 0.042 days, (i.e 1 hr) the expectation is that the flow schedules sequences based on the attributes (Product Family) and repeat every 1 hour the cycle ABC then net hour ABC and son son, but what we notice is the sequence changes/repeats after 6 hrs or 8 hrs or some random hours.
