Rebalancing recommendation based on cost based threshold

We have a requirement from customer as below

The rebalancing tool should support a configurable minimum rebalancing opportunity value. The threshold should be configurable by setting the minimum total cost for an opportunity to be eligible for rebalancing by Ship From and Ship To one location/country. and automatically exclude rebalancing opportunities whose total economic value falls below the configured threshold. This prevents planners from reviewing low value transfer recommendations where transportation and administrative costs exceed the business benefit.

Is there a way to achieve this in oracle replenishment planning cloud
