OTM Rest API outbound - Can OTM send shipment removed in JSON format?

Summary:

We've set up an automation agent that listens to the event when Shipment is Removed (deleted), OTM will syncrhonize with the downstream applications by sending the deleted planned shipment interface. However, we noticed that when the message output format is in REST, OTM is unable to perform this action. No problem though if the output format is in XML (HTTP / SERVICE). Is there a configuration within OTM that can set this?
