AR Customer create and update through API

Requirement is to create and update AR customer in Oracle fusion through API (preferably REST, otherwise SOAP) approach using integration. We are trying to create/ update party, customer account, account profile, tax profile, tax registrations, sites, tax registrations under sites, contact, contact points, reference accounts etc.- trying to cover all possible create/update scenarios. Is it recommended to go for API approach in this case or FBDI? Kindly share the feedback with complexity of implementation, maintenance and limitations for both the approaches.
