Nonstandard Work Order is collected but not displayed in Supply Plan

Is it expected behavior that a nonstandard work order with no operation resources is excluded from the Supply Plan, even though it is collected and visible in Plan Inputs?

If this is expected, is there any documentation describing this behavior?
