Recall Notices tile it self not coming Under Supply Chain Execution tile

Recall Notices tile it self not coming Under Supply Chain Execution tile. We tried with Product Recall Manager and Warehouse Manager roles still it is not coming. We also added Recall Management Console Inquiry privilege to our custom role. Also from the sandbox try to change the structure visibility to yes. Still the tile is not coming. Which privileges can give this access.
