Why is position synchronization working for location, till location is not enabled

in Human Capital Management

When Position Synchronization is enable at Enterprise HCM level but not enabled for Location .

Position Synchronization is Enabled at enterprise HCM level but have not checked Location

When I updating the assignment and change the position then Location is also synchronized.

Am i missing something ?
