Entitlements for Leap year

Summary:

Leave with pay qualification plan and has entitlement of 11 days. I have an employee hired on the leap year 24 Feb 2024, I do not see the entitlements getting added for the years 2025, 2026, 2027 and on 29 February 2028 11 days are added. Please advice what should the set up be for the plan to make sure all the years are included.
