Consumption Advice and AP Invoice with Pay On Use

We have a Consigned Inventory (Consumption Advice) scenario and trying to get answer and clarification.

From the Inventory side, the Consumption Advice (CA) reflect the recorded ownership changes.

Transfer to Owned, transfers ownership to the organization, which resulting in the positive CA lines. However, while Transfer to Consigned reverses ownership to the supplier, resulting in the negative CA lines on the same CA. I want to clarify one point. This transfer to consigned, it is reversal of the quantity that was not used. It is not a return to vendor scenario.
