Free Tier pricing estimator for always free resource

I have an Oracle Cloud Free Tier account (US East - Ashburn). When I try to create a compute instance, the pricing estimator shows $2.00/ month even when I select resources that are labeled as "Always Free-eligible".

Shape: VM.Standard.Ez.I. Micro (I OCPU, I GB RAM) - Always Free-eligible

Image: Canonical Ubuntu 22,04

Boot volume: 50 GB (the minimum allowed size)

Public IP: automatically assigned (not reserved)

No additional volumes, no load balancer, no

extra resources

The issue:

The $2 cost appears as soon as I open the "Create instance" form, even before I select any configuration. I've tried different shapes (including VM.Standard.AI.Flex) and the estimator still shows $2.
