OBN ASN import fails for PO ship-to locations not mapped to an inventory org i.e Global Locations

Summary:

The system fails when processing ASNs for global locations used in indirect procurement scenarios where expense items are handled rather than inventory items coming through OBN from external suppliers.

For ASNs created manually through the UI, the process works correctly for purchase orders whose Ship To location is a global location not associated with any inventory organization. However, when the same PO is used for ASN inbound processing through OBN, the ASN import ESS job fails with the error:
The value provided for the Ship-to Organization ID attribute is invalid.
