query to get the time card approval delegation

Summary:

We have report which will send the time card and expense details to project manager. when manager is going on leave he will be delegating the approval in "Manage User Access Management" page. the report should pick the details of delegated approval and send email during that period.

we found the standard ESS job "Employee Vacation And Delegation Rules Report" but it is not exposing any SQL query and there is no public document which gives the details on delegated approval details configurations.

Please let me know if anyone implemented similar requirement.
