Is it possible for an internal candidate to delete his profile?

Summary:

I came across a candidate who when applied to any internal jobs, got rejected automatically. It was confirmed by Oracle that this was because he had self deleted his profile. I was told that there is an option on the career site to delete the profile. But I did not find one. Has anyone come across this profile delete button?
