How to Make Actual Delivery Date Mandatory for Shipments Only for a Specific Customer?

I have a customer requirement in Oracle Fusion Cloud Inventory and would appreciate any recommendations or best practices.
We need the Actual Delivery Date field on the Shipment to be mandatory, but only for a specific customer.
The expected behavior is:
Customer | Shipment | Actual Delivery Date | Expected Result |
|---|---|---|---|
Customer A | SHP100001 | Blank | Shipment cannot be completed/saved until the Actual Delivery Date is entered. |
Customer A | SHP100002 | Populated | Shipment can be completed successfully. |
Customer B | SHP100003 | Blank | Shipment can be completed successfully. The field is optional. |
In other words, the validation should only apply when the shipment is created for
