Preparer lost access to receive POs when the Requestor is a different user.

Issue: Preparers are unable to receive POs when the Requestor is a different user.

We are facing an issue in Orders to Receive Page within My receipts(new) application where preparers can no longer receive Purchase Orders if the Requestor on the corresponding PR is a different user.

This functionality was working as expected until the first week of June. Since then, preparers can only receive POs where they are also the Requestor. We have not made any changes to our custom roles, privileges, or security configuration.

We tested this in our lower environment and observed the following:
