HSDL load is getting error while loading but can able to add pending worker from frontend screen

HSDL load is getting error while loading but can able to add pending worker from frontend screen, what could be the reason

Are we missing any privileges in the role

Getting below error message

You need to enter a valid value for the PersonId attribute. The current values are 93142.

But if we add Integration Specialist role to business user, it is working fine
