Is there OOTB way to split a large xml or csv file into smaller files

Summary:

Hello, we have got a csv file from external app to our FTP. File has ~12K records for suppliers. We need to write an integration to consume this file and create data in Fusion. I would like to know if there is a standard option available in OIC Gen3 etc. so that I can split this file into smaller file and then process them one by one. External app can send the data in either xml or csv format if required but they will send all records at once.
