Cost Distribution Error Setting Starting Average Cost in New Ledgerless Book via Misc Receipt

Summary: We currently use Oracle Fusion Cloud Inventory with standard costing in our primary cost book, and have run on standard cost for past five years. We now want to add a new ledgerless perpetual average cost book, effective next month.

Based on what I have read in another community post , seeding a starting average cost in the new ledgerless book requires a miscellaneous receipt transaction. Our approach was to issue out existing on-hand quantity, then receive it back in with "Use Current Item Cost" disabled. When we ran distributions, it created distributions the misc receipt but is not generating for any of the subsequent material transactions that we do.
