Embedding chart on a report package

On our word based report package, when we embed the chart onto the doclet, the chart is empty and only returned the axis, despite it showing the chart fine when we preview it in Microsoft word before embedding.

However, after embedding the grid which has the data the chart is using and the chart, the chart renders properly.

Is it a requirement for the underlying grid for a chart to also be embedded on a doclet as well as the chart? This does not align with my understanding of how it meant to work as I thought when we do a "refresh all", the chart is meant to be rendered from refreshing the MR it comes from.
