Intermediate Material Storage Logic Conflicts with Pharmaceutical Practice

Summary:

Can Fusion SCP enforce a "full-batch, single-consumption" constraint for Intermediate Materials (IM)? In pharma, an IM batch must be immediately and entirely consumed in the next packaging operation. Fusion currently allows IM to be stored or split across multiple packaging runs, which violates our operational constraints.
