HCM Deeplinks redirecting to OCI IAM login page even though Active IdP Session Exists

Summary:

Our organization uses Oracle Fusion HCM federated with OCI IAM Identity Domains, with Okta configured as our external SAML Identity Provider.

Employees access various Fusion HCM pages through deep links configured in our internal employee portal (for example, Personal Details, Payslips, etc.). A typical deep link is similar to:

https://<hostname>.oraclecloud.com/fscmUI/faces/deeplink?...

Currently, when users click a deep link, they are redirected to the OCI IAM sign-in page, where they see the Username, Password, and Single Sign-On options. When they click Single Sign-On, they are immediately redirected to Okta. Since they already have an active Okta session (used to access our employee portal and other enterprise applications), they are authenticated automatically without being prompted for credentials and are then redirected to the requested Fusion HCM page.
