Using timeEventRequests to send records and it is giving us a data integrity error in Time Event ID

Vendor using REST API call timeEventRequests to send time records and as part of the payload is sending the TimeEventID that they generate from their system but is returning an integrity error

Content (please ensure you mask any confidential information):

Due to business needs we now have two instances from the same vendor to collect time records from clocks. Each instance collects punches from different users and clocks and we don't expect them to be interchangeable, meaning, either an employee records time in an instance or in another but not both.

The vendor is using the REST API timeEventRequests to send the collected punches to ORACLE.
