How to change controlled at field in functional area category

Hello All,

We have created a FA catalog for purchasing and inventory and the catalog is controlled at master level. Now after a year we got a requirement to change it to Organization level control. What i observe is in production the controlled at filed can be changed to organization level but in lower environment it is graded out. I have same roles in both Prod and test environments. why is this happening?

And also how can we enable the allow multiple item category assignments check box.

This is in Prod where the controlled at filed is editable.
