Unable to find the Oracle Fusion AI Cloud (Spectra) in Fusion IDCS

Summary:

We are currently working on configuring the Oracle OTM ↔ Fusion AI Studio integration and have encountered a blocker that is preventing us from completing the setup.

While following the Oracle setup documentation, we successfully completed the OTM-side configuration and created the required OCI IAM application. However, during the Fusion IAM configuration, we are unable to locate the required scope:

Oracle Fusion AI Cloud (Spectra) - This scope is required as part of the confidential application setup process.
