how to restrict project task numbers from being changed

We have our task numbers integrated to our payroll system, but users keep changing the task number in projects and causing issues between systems.

I've tried a bunch of EL Expressions but I can't find one that evaluates to TRUE when task number is not null and FALSE when task number is null so that when users create a new task they can provide the number, but can't change it after its been saved.
