Workflow draft cannot be created / "Workflow Not Found" but workflow code is already in use

I am experiencing two related issues in Oracle AI Agent Studio (new Workflow UI).

Issue 1: Failed to fetch newly created draft workflowId

When I create a new workflow using a unique workflow code that has never been used before, the save operation fails with the following error:
