our client would activate Alert Composer notification of Learning module but with one feature: They would like the notifications to be delivered only within the system via the bell icon and not via email.

If you enter in Alert composer and go in a notification, in "Templates" section you can select the Communication Method and selecting "Worklist" we have noticed that notifications are delivered only within the system’s alerts area and not to the email inbox (see the picture below for more clarify).
