ORC | Redwood Agency Hiring: Restrict Duplicate Candidate Profile Submission

Currently, when a Recruiting Agency creates a candidate profile and the same profile already exists in the Oracle Recruiting database, the system displays a warning message but still allows the agency to proceed and add the profile to its talent pool. This results in duplicate candidate profiles being associated with agencies and does not align with our organization's recruitment policies.

In the Responsive UI, this issue has been addressed by converting the warning message into an error message, thereby preventing agencies from adding profiles that already exist in the database. However, the same functionality is currently unavailable in the Redwood Agency Hiring pages.
