When is Enhanced Skill Center 'ORA_HRT_ENABLE_ENHANCED_SKILLS_CENTER' available?

Does anyone know if the profile value 'ORA_HRT_ENABLE_ENHANCED_SKILLS_CENTER' for 'Enhanced Skills Center' is only available from 26C?

I'm on 26B and can't see the profile value in the search results under manage administrator profile values.

I'd like to know if we're able to turn the profile value off if we're using Enhanced Dynamic Skills?
