Create migration package for Configuration changes in CPQ using REST APIs

Hi Team,
We are trying to create migration package for configuration changes in CPQ using REST API. We are able to create a package for commerce, Util, Document Designer etc.. When its comes to Configuration the payload is failing with status 400 Bad Request and Error message "Resource {variableName} doesn't exist or is not accessible for current user". We see the config attribute created with no constraint and same attribute can be accessed when we create the package manually in Migration center. Please let us know your thoughts if anyone faced the similar issue in the past.
