Skill Validation Reset - Question on Reporting Feasibility

We've been continuing our research on the Skill Validation Reset concept and have shifted our focus from the future state solution to whether there's an interim process we could support today. 

Long term, we've submitted an Idea [community.oracle.com] [community.oracle.com](970772) requesting native lifecycle-aware skill validation (automatic invalidation/revalidation tied to learning completion, renewals, etc.). However, we're trying to determine whether an interim process could work using reporting plus two HDLs (remove validated skill and re-add as unvalidated). 

The challenge we're running into is identifying the population. 

The criteria we're trying to report on are workers who:
