Does WMS support Ship Set functionality?

Summary: Does Oracle Fusion WMS support Ship Set functionality similar to Oracle Order Management?

The client has a business requirement that either all order lines must ship together, or the order should not be shipped at all. This requirement applies to both Freight (FTL/LTL) and Parcel shipments.

For Freight shipments, the Order Type configuration provides the "Single Order on Multiple Loads" option, which can be set to "Do Not Allow" to ensure all order lines are shipped together.

Is there similar functionality available for Parcel shipments in Oracle WMS?

Specifically, can WMS prevent a parcel shipment from being completed by generating an error during Manifest Close if all order lines associated with the order are not manifested and assigned to the same manifest?
