Issue with learners changing offerings and QR code not working

Summary:
We have a course with multiple offerings. I have learners that need to withdraw from Offering A to join Offering B or C, and so on. When the learner joins a the new offering and attempts to scan the QR code for completion, they receive the error, cannot confirm attendance. The status for the Assignment is Not Started or In Progress which I would imagine the code would work. Anyone else have this issue.
