Shipment got created and closed but there is no shipment lines against the shipment

In Oracle fusion Inventory Management, we had created 3 orders and all the three orders are closed. All these orders are having shipment process in there orchestration steps. So after shipment got closed the order status is also closed but this shipment is not having any lines in it.

How shipment got closed without any lines in it. In Sales Order Page we are getting the shipment number against the line but in shipment page there is no lines against the shipment
