How to report actual usage of resources using REST Api for Report Orderless completion transactions

Summary:

Can actual usage of Resources for Report orderless completion transaction be reported through the REST API? The UI supports charging resource usage based on actual utilization, but when I use the API it gets backflush.

I used following Rest Api
