Why in Masterdata terminated employees have the manager

Hello,

downloading the Masterdata of a client, I noticed that for some terminated employees, the manager is still being extracted. Could you kindly explain why this happens? I know that Oracle's standard behavior is that once an employee is terminated, the manager should not be extracted in the Masterdata.
