Why reviewer name gets disappeared from doclet when the Review cycle is completed?

Summary:

I noticed that after I mark a Review Cycle as complete, it removes Reviewers from the doclets and place them on the Section. Why would it do this? I see this in a few places in the Final Report Package.

Here in this example, in front of 4.3, the reviewer was assigned to Sejal Jain but once the Report Package owner marked the Review cycle complete, the name got removed from Doclet 4.3 and got assigned to Section 4.
