publish button/edit is disabled until move to next/pr and come back to schedule workforce scheduling

Hi,

I noticed one strange issue in workforce scheduling. Publish button is disabled/greyed out and also any other edits in the schedule. I always need to move to next/previous period schedule to make publish button and all other edits to be enable for my current period schedule. Is this a expected behavior?
