Manager cannot employees self declare skills

Summary:

Hello,

We have set up our skills in a way that only the manager endorsment is used to confirm the skills. However when an employee declares that he has a skill in his skill center , this skill is not visible in the manager team skills center (even when removing all the filter).So the manager cannot endorse the skills.

Are we missing any configuration?

Please note that we had DS for Recruiting and the the skills declared by a candidate who became an employee are visible in the team skills center.
