Time Cards are getting auto approved when Line manager submit the time cards

I tried configuring the following conditions:

Condition 1:
ApprovalTimeRecordGroup.attributeChar7 == "ORA_HWM_MANAGER_ENTRY"
→ Auto Approval

Condition 2:
ApprovalTimeRecordGroup.attributeChar7 != "ORA_HWM_MANAGER_ENTRY"
→ Line Manager Approval

However, this isn't working as expected. When the line manager submits the time card, it is still being routed back to the line manager for approval instead of being auto-approved.

My requirement is that if the line manager submits the time card, it should be auto-approved.
