Learning Request approval stuck only for newly converted employees

Summary:

Hi All,

We are seeing Learning Request approvals getting Stuck consistently for workers who were recently converted from pending worker to employee. The same course, same line manager, and same approval rule work correctly for existing employees.

Anyone else faced similar issues or know how to fix this?
