REST API to retrieve segment-level independent values with Segment Value Security (SVS) control

[Business Requirement & Context]

We are designing a custom UI page in Visual Builder Cloud Service (VBCS) for Fusion Financials.
We need to present the Chart of Accounts (COA) / Accounting Flexfield (AFF) segments as separate, independent dropdown lists (LOVs) for users to select (e.g., individual dropdowns for Company, Department, and Account).

The requirements are strict:

1. Support Dynamic Insertion: The dropdowns must display newly created segment values from the Value Set, even if they have NEVER been used in any existing combination (GL_CODE_COMBINATIONS) yet. Users must be able to select these new segment values to form a brand-new combination.
