Approval workflow time out when submitting a 32523 line BPA for approval

Summary:

We have few contracts that are quite high in the number of lines (around 32K lines). We have successfully imported a BPA with 32523 lines into Oracle Fusion using both FBDI and VBCS but when submitting for approval, the BPM is erroring out due to time out.

For Data migration, we are bypassing approval. So, its all good. But, when doing change order its falling apart. For new contracts, we have uploaded using VBCS - all good here but when submitting for approval its falling apart.

I have tested up to 8500 lines and it works in approval. But, anything more than this is timing out in BPM.
