Description (Required):

The business requirement is to allow both the employee and the manager to view Participant Feedback in anonymous mode starting from the self-evaluation phase, without waiting for the subsequent phases of the performance evaluation process.

Use Case and Business Need (Required):

Currently, as confirmed by Oracle Support, this scenario is not supported by the standard application behavior. If Participant Feedback is made available to the employee before the performance document is completed, the feedback can no longer remain anonymous
