ExternalReportWSSService and runReport

Has anyone gotten ExternalReportWSSService working successfully to run a custom BI Publisher report in Fusion Service Cloud? Trying to confirm whether this is a known-working pattern before I keep chasing what looks like a permissions issue.

Issue: Calling runReport/hasReportAccess on ExternalReportWSSService consistently returns "Report definition not found" / "non-existing Report Absolute Path" for a custom report that exists and opens fine in the BI Publisher Catalog UI. WS-Security authentication (UsernameToken) is confirmed working — the request reaches the server and returns a proper SOAP Receiver fault, not a 401, so this isn't an auth problem at the transport layer.
