Item with input tax code assignment cannot be turned inactive without selecting the tax code as yes

Hello

We have some items which are assigned input tax code. When we turn such items inactive, the system does not allow and instead throws error. Mass updates are failing due to this error. Any inputs to help resolve this will be appreciated.
